Position Summary

The Hydrologic and Hydraulic (H&H) Lead is responsible for managing and leading hydrology, hydraulics, drainage, floodplain, and stormwater engineering services for transportation, infrastructure, and land development projects. This role provides technical leadership, project management, client coordination, and mentorship to engineering staff while ensuring compliance with federal, state, and local regulations. The position plays a critical role in delivering flood-risk mitigation, roadway drainage, bridge hydraulics, resiliency planning, and stormwater management solutions.

Key Responsibilities

Technical Leadership

  • Lead hydrologic and hydraulic analyses for roadway, bridge, culvert, drainage, and resiliency projects.
  • Develop and review watershed models, rainfall-runoff analyses, peak flow calculations, and flood studies.
  • Perform and oversee hydraulic modeling using HEC-RAS (1D/2D), HEC-HMS, HydroCAD, HY-8, and related software.
  • Conduct bridge hydraulic evaluations, scour analyses, overtopping studies, and waterway adequacy assessments.
  • Evaluate floodplain impacts, flood hazards, climate resilience, and sea-level rise considerations.
  • Design stormwater management systems, detention/retention basins, storm sewers, culverts, and green infrastructure solutions.

Project Management

  • Manage multiple H&H projects simultaneously, ensuring schedules, budgets, and quality standards are met.
  • Coordinate with transportation, structural, environmental, and civil engineering teams.
  • Review engineering calculations, reports, plans, specifications, and permit applications.
  • Support construction administration activities and respond to field-related hydraulic issues.
  • Monitor project risks and implement corrective actions when necessary.

Regulatory Compliance & Permitting

  • Prepare drainage reports and technical documentation for regulatory submissions.
  • Coordinate permitting efforts with agencies such as:
    • New Jersey Department of Environmental Protection
    • New Jersey Department of Transportation
    • Federal Emergency Management Agency
    • United States Army Corps of Engineers
  • Ensure compliance with flood hazard regulations, stormwater management requirements, and environmental permitting standards.

Team Leadership & Business Development

  • Mentor and supervise junior engineers, EITs, and technical staff.
  • Establish QA/QC procedures for hydraulic and hydrologic deliverables.
  • Participate in proposal preparation, client presentations, and business development initiatives.
  • Support growth of the firm's water resources and transportation engineering practice.
  • Serve as a technical expert and client-facing representative for H&H services.

Required Qualifications

  • Bachelor's degree in Civil Engineering (Water Resources, Environmental, or related discipline).
  • Professional Engineer (PE) license in New Jersey required.
  • 8–15+ years of experience in hydrology, hydraulics, stormwater, and transportation drainage design.
  • Strong knowledge of:
    • HEC-RAS
    • HEC-HMS
    • HydroCAD
    • HY-8
    • AutoCAD Civil 3D
    • GIS Applications
  • Experience with NJDOT and NJDEP design standards and permitting requirements.
  • Proven experience leading multidisciplinary engineering teams and projects.
