Land Development, Project Manager based in Hackettstown, NJ

Position Summary

The Land Development Project Manager will lead and manage site development projects from initial feasibility and concept planning through design, permitting, construction support, and project closeout. The successful candidate will oversee multidisciplinary project teams, maintain client relationships, manage project schedules and budgets, and ensure the delivery of high-quality engineering solutions.

The ideal candidate will possess strong technical expertise in civil/site design, land development regulations, stormwater management, and permitting processes throughout New Jersey, along with proven leadership and client management abilities.

Responsibilities

  • Manage land development projects for commercial, residential, industrial, institutional, mixed-use, and municipal clients.
  • Serve as the primary point of contact for clients, developers, architects, contractors, municipalities, and regulatory agencies.
  • Prepare and manage project scopes, schedules, budgets, staffing plans, and project deliverables.
  • Lead and coordinate multidisciplinary teams including civil engineers, surveyors, planners, environmental consultants, geotechnical engineers, and other design professionals.
  • Oversee the preparation and review of site plans, grading and drainage plans, stormwater management reports, utility plans, erosion and sediment control plans, and supporting technical documentation.
  • Ensure compliance with local ordinances, county requirements, New Jersey Department of Environmental Protection (NJDEP) regulations, and other applicable codes and standards.
  • Manage the municipal and agency approval process, including permit applications, planning board presentations, and coordination with reviewing agencies.
  • Conduct quality assurance and quality control (QA/QC) reviews of engineering documents and project deliverables.
  • Identify project risks and resolve technical, regulatory, scheduling, and budget challenges.
  • Provide construction phase support, including responding to RFIs, reviewing contractor submittals, attending site meetings, and addressing field issues.
  • Mentor and supervise junior engineers, designers, and technical staff.
  • Support business development initiatives, including proposal preparation, fee development, client relationship management, and identifying new project opportunities.

Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • 8-15+ years of experience in civil/site engineering and land development.
  • Professional Engineer (PE) license in the State of New Jersey required or ability to obtain licensure within a reasonable timeframe.
  • Proven experience managing land development projects and leading multidisciplinary project teams.
  • Strong knowledge of site design, grading, drainage, stormwater management, utilities, and construction practices.
  • Experience with New Jersey municipal approvals, county agencies, and NJDEP permitting requirements.
  • Proficiency with AutoCAD Civil 3D, HydroCAD, and related engineering software.
  • Strong understanding of project financial management, including budgets, scheduling, contracts, and resource planning.
  • Excellent communication, leadership, presentation, and client relationship skills.
