Position Overview

We are seeking an experienced Land Development Project Manager to join our team in Wall Township, NJ. This role is ideal for a seasoned civil engineering professional who enjoys leading complex land development projects, working directly with clients and regulatory agencies, and guiding projects from initial concept through final completion.

The Project Manager will oversee a diverse portfolio of commercial, residential, industrial, institutional, mixed-use, and municipal projects. This individual will be responsible for project strategy, technical oversight, client communication, team coordination, budgets, schedules, permitting, and overall project delivery.

The ideal candidate combines strong technical knowledge of civil/site design and New Jersey land development regulations with excellent leadership, communication, and client management skills.

Key Responsibilities

  • Lead land development projects from feasibility and conceptual planning through design, permitting, construction support, and project closeout.
  • Serve as the primary contact for clients, developers, architects, contractors, municipalities, and regulatory agencies.
  • Develop and manage project scopes, budgets, schedules, staffing plans, and deliverables.
  • Lead multidisciplinary teams consisting of civil engineers, designers, surveyors, planners, environmental and geotechnical consultants, and other project professionals.
  • Oversee the preparation and review of:
    • Site plans
    • Grading and drainage plans
    • Stormwater management designs and reports
    • Utility plans
    • Erosion and sediment control plans
    • Permit applications and supporting technical documentation
  • Ensure projects comply with applicable municipal ordinances, county requirements, NJDEP regulations, and other federal, state, and local standards.
  • Manage municipal and regulatory approval processes, including agency coordination, technical submissions, planning/zoning board presentations, and responses to review comments.
  • Perform and oversee quality assurance and quality control (QA/QC) reviews of engineering plans, reports, and project deliverables.
  • Proactively identify and resolve technical, regulatory, scheduling, staffing, and budget-related challenges.
  • Provide construction administration and field support, including responding to RFIs, reviewing contractor submittals, attending site meetings, and resolving construction-related issues.
  • Mentor, develop, and provide technical guidance to junior engineers, designers, and other technical staff.
  • Contribute to business development efforts through proposal preparation, scope and fee development, client relationship management, and identification of new opportunities.
  • Maintain strong, long-term relationships with clients and project stakeholders.

Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • 8–15+ years of experience in civil/site engineering and land development.
  • Professional Engineer (PE) license in New Jersey required, or the ability to obtain NJ licensure within a reasonable timeframe.
  • Demonstrated experience managing land development projects and leading multidisciplinary teams.
  • Strong technical knowledge of:
    • Site design and layout
    • Grading and drainage
    • Stormwater management
    • Utility design
    • Erosion and sediment control
    • Construction practices
  • Strong understanding of New Jersey municipal approval processes, county agencies, and NJDEP permitting requirements.
  • Proficiency with AutoCAD Civil 3D, HydroCAD, and other relevant engineering/design software.
  • Experience with project financial management, including budgets, contracts, scheduling, staffing, and resource allocation.
  • Excellent written and verbal communication skills.
  • Strong leadership, presentation, organizational, and client relationship management abilities.
  • Ability to effectively manage multiple projects and priorities in a fast-paced consulting environment.
